Challenges Remain for Aid Distribution in Gaza City In Spite Of Ceasefire

While the border entry point with Egypt starts functioning in the coming days, relief agencies confront significant difficulties providing aid to the northern region, the territory hardest impacted by starvation, analysts state.

Infrastructure Issues

Primary highways are almost blocked due to widespread damage across the war-torn region – or remain under the control of Israeli forces. Any vehicle that stops working is likely to be instantly looted.

The main entry point, the key gateway to the northern region, destroyed during two years of conflict, has been shut down for multiple weeks, and authorities have told NGOs in Gaza that there are no short-term arrangements to activate the crossing, according to aid workers.

Destruction in Northern Territories

The northern urban center was the target of a large-scale military operation initiated in August that was continuing when the ceasefire deal was signed last week.

Damage in the northern region has been widespread, with complete communities including urban centers and Beit Hanoun in ruins as well as many of the peripheral zones of Gaza City.

"Any activation of a access route into Gaza is beneficial, but we need to make sure we can help civilians where they are," stated a senior director from a humanitarian organization.

Relief Circumstances

Local residents said many of the roughly 300,000 people who have come back to the northern area from the overcrowded coastal zone where they had been staying during the armed conflict were now "staying" among the debris of their homes, often without any protection and with limited food or water.

A spokesperson from a UN agency said the devastation in Gaza City was "devastating".

"It is block after block, structure after structure ... there is extreme need for clean water. Conditions are severe. We need every border point open," the spokesperson, who was in Gaza City in recent days, added.

Insufficient Access

An organization head working from the urban center said the needs in what used to be the area's thriving business and cultural hub were "immense".

"We see this optimism and hope but there needs to be quick improvement on the access routes. We didn't witness any significant change on the situation yet," the representative said.

"We are still getting a insufficient volume of support [and] we are only starting to understand the degree of destruction. Numerous roads are overwhelmed by ruins ... there is hardly any residence that is undamaged. There is damage and live explosives throughout the area."

Current Changes

Recently, relief groups said modest volumes of essential fuel entered Gaza for the first instance in many weeks, along with deliveries of wheat, rice and farm products. The recent deliveries sent prices in markets falling.

At a mid-region location, a local resident said there had been some improvement since the peace agreement.

"Stores are full of supplies, produce, and fresh fruit, although the costs are remaining elevated and not attainable for all people," the individual stated.

Cold Season Preparations

"The crucial necessities now, specifically due to the arrival of colder weather, are to have a temporary housing to protect us from the cold and winter clothes because the stores do not have enough clothes for us or, if they can be found, they are very few and prohibitively costly."

Multiple internationally-backed bread-making centers in mid and southern regions have resumed functioning since the ceasefire.

Assistance Delivery

Transport were stated to have come through the Kerem Shalom crossing from Israel to Gaza during the week, though specific quantities were uncertain.

The country's media outlet announced that recent aid deliveries would include edible goods, medical supplies, petroleum products, cooking gas and equipment to repair vital infrastructure.

"Relief supplies remains flowing to the conflict region through the border access point and additional routes after Israeli security inspection," an government spokesperson commented.

Distribution Challenges

But counting the quantity of vehicles could be misleading, cautioned a professional from a humanitarian organization. "We need to know the materials within the vehicles and their capacity levels for it to be a truly significant indicator," the official said.

Commercial operators are dispatching groups of transports carrying chocolate, soft drinks and treats, which have minimal health benefits, while emergency treatments for minors or individuals who have lacked adequate food for multiple years are unavailable.

Medical Status

Throughout the main city, only seven healthcare facilities are operating, compared with many in July.

Various groups have substantial resources of humanitarian goods warehoused near the territory waiting to go in. A humanitarian body working with local residents across the area for many years has multiple months of supplies of sustenance for the entire population ready to be transported.

"We maintain the supplies, the instruments and the expertise ... we only require the entry," said one aid worker, recently returned from Gaza.

Governmental Considerations

A proposed plan details that "complete" assistance should enter Gaza and be provided through humanitarian bodies and relief organizations, without disruption from both military groups or government forces.

This likely prohibits the disputed authority-approved humanitarian organization which commenced activities in May, resulting in disorderly situations and hundreds of deaths as crowds of aid-seekers assembled around its distribution sites.
